For the first time in history, 50% of humanity lives in a city. It’s estimated that five million people move to a city every month. That’s like starting two cities the size of Chicago every thirty days.

That’s a lot of people – a lot of God’s image bearers – who need to be welcomed, loved and introduced to the gospel of Jesus Christ. The most effective way to do that is through new churches – new churches where skeptics are welcomed, Biblical truth is applied to the culture’s questions, collaboration with other churches and ministries is pursued and Christians live an authentic faith that informs how they work and engage their city.

City to City sees San Francisco as a city of great influence, and we want to work with you. On September 5, Tim Keller will tell you about his personal call to the city and what he’s learned through 29 years of urban ministry. You’ll hear stories of global church planting and what God is doing around the world, what City to City has learned over the last 18 years and how that impacts San Francisco and how investing in church planting is a strategic opportunity that can leverage your giving by impacting the Bay Area and global cities around the world.

City to City (CTC) is a non-profit organization that prayerfully recruits, trains, coaches and resources leaders who start churches in global cities. CTC was co-founded and is chaired by Tim Keller. The team is based in New York City and overseas, and is at work in the global cities of Africa, Asia, Australia, North America, Latin America, the Middle East and Europe.

CTC’s core competencies are urban church planting, leadership development and content creation.

As of January 2018, CTC has helped start 495 new churches in 70 cities, trained 16,000+ new leaders in city ministry and evangelism, provided resources in 25 languages to help recruit, empower and develop these leaders, and served 57 gospel networks around the globe.

All of this is done to help bring the gospel of Jesus Christ to cities.

Chairman & Co-Founder

Timothy Keller is the founding pastor of Redeemer Presbyterian Church in Manhattan, which he started in 1989 with his wife, Kathy, and three young sons. For 28 years he led a diverse congregation of young professionals that grew to a weekly attendance of over 5,000.

Dr. Keller is a prolific writer whose books, including the New York Times bestselling The Reason for God and The Prodigal God, have sold over two million copies and been translated into 25 languages.

He is also chairman and co-founder of Redeemer City to City, which recruits, trains, coaches and resources leaders who cultivate gospel movements in global cities through church planting. Dr. Keller is now full time with City to City where he is passionate to pass along what he has learned to a new generation of ministry leaders.




Chief Executive Officer

Steve Shackelford oversees the development, oversight and execution of the global strategy of Redeemer City to City as Chief Executive Officer. 

He comes to City to City with a long history of business and leadership experience—from his tenure with PWC, an international accounting firm that included stints in Paris and New York, to his senior leadership roles in the real estate sector with CNL, an Orlando, Florida based private investment management firm. Most recently, Steve served as President of one of the largest business development companies in the United States, co-advised by CNL and KKR, a leading global investment management firm.

Steve and his high school sweetheart, Lisa, have been married for 30 years. They have three adult children and one grandson. Their children live in Atlanta, Brooklyn and Nashville.

Steve enjoys running, tennis, travel and history. After 20 years in Orlando, he and Lisa have relocated to the Upper West Side of NYC.

Clay Cook


Clay serves as the Vice President of Advancement for City to City (CTC), where he leads the Advancement Team as they engage with national and global donors and foundations to provide the funds to fuel our ministry efforts. 

Prior to City to City, Clay worked with Cru for 21 years, including the last nine years in New York City. During his time in the city, he was an Executive Director with Cru’s city ministry as well as 2 years at The King’s College in their Advancement Department.

Before moving to NYC, Clay worked on several college campuses with Cru in the southeastern United States and in East Asia. Clay has an M.A. in Biblical Studies from Reformed Theological Seminary as well as a B.S. in Chemistry and Biology from the University of Alabama. He is married to Lyn and has twin 13 year-old daughters, Hope and Emma. Clay enjoys a wide variety of music, good food and college football.
